This office has been working with the aim of improving the quality and quantity of food and cosmetic services of the province, promoting the health of consumers as well as supporting the promotion of the level of culture and knowledge related to the products. It also tries to advance the objectives of this section in line with delivering services and customer satisfaction. This office is responsible for affairs related to issuing health permits including licensing, technical and operational assistants, as well as issuing health certificates including clearance, opening and export, and training technical authorities and handling the complaints in addition to the supervision of provincial production units. The units of this Office are as follows:

Cosmetics Supervisory Office

Packing Supervisory Office

Units of controlling and supervising the level of supply, handling complaints and reports, combating smuggling, Article 11 of the Commission
 

Goals and Objectives:

  • Improving the quality of Human Resources of the Office
  • Promoting quality and quantity of food and cosmetic services in the Province
  • Improving the level of financial resources of the Office
  • Increasing the level of participation of people and other sectors related to the field of activities of the Office
  • Increasing community health through training, monitoring and control over covered food and cosmetic production and notifying relevant organizations
  • Increasing the health and safety of food, cosmetics, containers and packaging at the production level

Duties:

  • Monitoring the good conduct of supervisory and educational executive affairs of subsidiary departments to ensure community health
  • Implementing directives and orders of Vice-Chancellor’s Office for Food and Drug Affairs based on existing criteria
  • Participation in related and required meetings, workshops, and conferences of the Country as well as Province
  • Performing coordination and interactions among the organization of the Province, Ministry and related institutes
  • Participation in research affairs and related fields

Sub-Departments and Sub-Units

1- Office for Supervision of Food and Packaging

Duties of the Head of Office for Supervision of Food and Packaging:

- Monitoring the good conduct of supervisory and educational executive affairs of subsidiary departments to ensure community health

- Implementing directives and orders of Vice-Chancellor’s Office for Food and Drug Affairs according to existing criteria

- Participation in related and required meetings, workshops, and conferences of the Country as well as Province

- Performing coordination and interactions among relevant agencies, ministries and organizations of the Province

- Participation in research affairs and related fields

Duties of the Office for Supervision of Food and Packaging:

- Trying to raise the level of public awareness

- Trying to raise the level of awareness of technical authorities of food producing units, containers and packaging

- The issuance of triple health licenses (technical, exploitation, construction) for food products

- Supervision of the process of producing food, containers and packaging subject to the laws of providing health and compliance with the proposed formulation

- Issuing health certificates for products subject to law and conditions

- Issuing health certificates for exporting covered food products, containers and packaging

- Raw materials clearance and dispensing for food and packaging in the covered area and monitoring their preservation and consumption

- Replying to relevant inquiries

- Handling related complaints in the area of ​​the law

2- Office for Supervision of Cosmetics

Duties of the Head of Office for Supervision of Cosmetics:

- Monitoring the good conduct of supervisory and educational executive affairs of subsidiary departments to ensure community health

- Implementing directives and orders of Vice-Chancellor’s Office for Food and Drug Affairs based on existing criteria

- Participation in related and required meetings, workshops, and conferences of the Country as well as Province

- Performing coordination and interactions among the organization of the Province, Ministry and related institutes

- Participation in research affairs and related fields

Duties of the Office for Supervision of Cosmetics:

- Trying to raise the level of public awareness

- Trying to raise the level of awareness of technical authorities of cosmetic producing units

- The issuance of triple health licenses (technical, exploitation, construction) for cosmetic products

- Supervision of the process of producing cosmetics subject to the laws of providing health and compliance with the proposed formulation

- Visiting and sampling centers maintaining cosmetics including warehouses and supply centers

- Issuing health certificates for exporting covered cosmetic products

- Raw materials clearance and dispensing for cosmetic products in the covered area and monitoring their preservation and consumption

- Replying to relevant inquiries

- Issuing licenses for weight gain, changing or increasing names and vacancies

3- Unit for Supply and Handling Complaints

Duties

- Visiting the centers for the distribution and supply of cosmetic products and the control of cosmetic products supplied at these centers

- Training and informing the relevant guilds and the public (in the context of the inappropriate use of unauthorized cosmetic products and their sale)

- Performing the necessary actions in dealing with offenders who sell unauthorized cosmetic products (without a license or without a permit of the Ministry of Health to import)

- Handling complaints about food, cosmetic and packaging, and preliminary examination of the case and doing the necessary actions including sending them to the laboratory, visiting the manufacturer, and the distributing unit, sampling the case, carrying out the necessary correspondence and announcing the results to the complainant

4- Unit for Issuing Licenses

- Performing affairs related to the issuance of exploitation licenses, technical authority and construction for food, cosmetic and packaging manufacturers

- Announcement of the rules related to the operation, technical authority and construction of food, cosmetic and packaging manufacturers, warehouses, wholesalers, refrigerators for applicants and related authorities

- Performing affairs related to the issuance of workshop surveillance identifications in accordance with the Ministry of Health
